The Government of the Samara Region will continue to work to improve the investment climate

13 July 2022

In the Samara region, a set of additional measures will be developed to improve the investment climate, which will strengthen the region's position in the national investment rating of the Agency for Strategic Initiatives. This was discussed at a meeting with the First Vice-Governor - Chairman of the Government of the Samara Region Viktor Kudryashov.

Creating favorable conditions for investors, opening new and developing existing industries, and hence creating additional jobs, are priority areas for the work of the Governor of the Samara Region Dmitry Azarov and the regional government. The regional authorities pay special attention to the region's place in the national rating of the investment climate. High positions in the rating are the most important guideline for investors when choosing a territory for the implementation of business projects.

The results of the ranking of regions, which are summed up annually at the St. Petersburg Economic Forum, are based on statistical data and surveys of entrepreneurs by independent public opinion research organizations.

Recall that over the past five years, the Samara Region has risen in the ranking by more than 40 points and in 2021 entered the top ten regions with the most favorable investment climate.

In 2022, the province retained its position in the top ten. Keeping them, and even more so climbing higher, is becoming increasingly difficult. But this task remains key for the regional authorities.

Among the criteria that provide the regions with high positions in the ranking are the terms from submitting an application to completing the technological connection of industrial facilities to engineering networks. Starting from the first half of 2022, the time to connect new facilities to gas and water supply has also become a criterion affecting the place in the ranking.

As a result of the meeting, a set of measures was identified to improve the investment climate: a significant reduction in the time for connecting resource-supplying organizations to networks, a reduction in the time for issuing construction permits, and structuring the work on assessing the quality of the road network for entrepreneurs.

“The head of the region has repeatedly stressed the need to create better conditions for business in the region. Today, industrial parks, the Togliatti Special Economic Zone, advanced development areas in Togliatti and Chapaevsk are actively developing in the Samara Region. For investors, the range of support instruments is constantly expanding. The management team of the region provides businesses with comprehensive support, facilitating the fastest possible launch of new projects. The Ministry of Economic Development of the Samara Region accumulates all the initiatives of the region in terms of improving the investment climate. We are in dialogue both with investors and business representatives, who suggest opportunities for improving interaction, and with representatives of the Agency for Strategic Initiatives, who, for their part, oversee the effectiveness of such a dialogue on the ground", - comments Dmitry Bogdanov, Minister of Economic Development and Investments of the Samara Region .

Interaction with investors on the principle of "one window" in the region is carried out by the Investment Promotion Agency of the Samara Region. Each investment project receives administrative support in the region, the possibility of placing it on ready-made land plots with connected communications and the use of special tax regimes and support tools.
