19–20 September 2018, Moscow will host the Transport Infrastructure of Russia 4th Strategic Forum. The Forum is a part of the ROSINFRA Infrastructure Congress’ event series organized by the National Centre for PPP and the Roscongress Foundation.
This year, transport infrastructure development issues received an unprecedented attention from the nation’s leadership. According to the Presidential Decree issued in May, which determines national development goals for the next six years, the Government must develop and approve a comprehensive plan for highway infrastructure modernization and expansion based on the spatial development strategy by 1 October, 2018. The objective is to enhance the economic cohesion of Russia’s territory through developing transportation lines between regional administrative centres, which should be achieved by modernizing airports, building high-speed railroads, increasing the throughput capacity of domestic waterways, building road infrastructure and introducing intelligent transportation systems.
Considering significant funding required to lift infrastructural limitations in the transport system — road construction alone needs a twofold increase in the current government spending, up to 11 trillion roubles — the key goal of the Strategic Forum is to develop suggestions on new transportation network development mechanisms. The Forum covers the issues of attracting extra-budgetary funds to the construction of automobile roads, railroads, bridges and crossings, modernization of airport and port infrastructure, development of digital technologies.
Every year, the Forum features representatives of relevant federal and regional government authorities, banks, investment funds, infrastructure companies, and leading experts from Russia and other countries.
