The publication by the Russian International Affairs Council (RIAC) provides an overview of climate change in the Arctic, raises the issue of the limits of the continental shelf in the Arctic Ocean, and studies the political and military situation in the region.
The report, prepared by experts of National Research University Higher School of Economics for the XXII April International Academic Conference on Economic and Social Development, discusses the development of the Arctic as a flagship region with an innovative resource and eco-friendly economy, as well as the international priorities of Russia in the Arctic.

The report was prepared specifically for the session Multilateral Cooperation in the Arctic through the Prism of International Arctic Organizations: A Situational Analysis as part of the Think Arctic Think Global analytical project discussed the current state of collaboration between Arctic states and prospects for international organizations in the region. The project is being implemented under the auspices of Russias chairmanship of the Arctic Council in 20212023. The Roscongress Foundation is managing the events of the chairmanship.
