subsidies for the implementation of investment projects in the Bryansk region

Main measure of support
Subsidies are provided on a competitive basis in order to provide financial support to borrowers-producers of goods, works, and services that attract funds from Russian credit organizations to carry out economic activities. Subsidies are provided monthly during the term of the loan agreement in the amount of 2/3 of the interest rate under the credit agreement (but not above 1/2 of the key rate of the CBR) to: borrowers who received loans for implementation of investment projects of the Bryansk region in the amount not exceeding 75 million. rubles, whose main activity is the production and sale of their own products (goods, works and services). borrowers who have received loans to replenish their working capital (other than expenses for payment of wages, taxes and other mandatory payments to budgets of all levels and payments for third parties) in the amount not exceeding 20 million rubles, whose main activity is the production and sale of their own products (goods, works and services).

Terms of support

Grants are provided under credit agreements and non-revolving credit line agreements, credit lines with a fixed limit issued in the relevant financial year (which specify the specific terms and amounts of credit received in the relevant financial year, as well as the return of funds) to replenish working capital, subject to the following conditions:

  • repayment of the loan in full within a period of up to one year fr om the date of conclusion of the loan agreement (non-revolving credit line agreement, credit line with a set credit limit);
  • receipt, selection and use of the loan funds in full during the period fr om January 1 to November 30 of the corresponding financial year;
  • spending the loan in full to replenish working capital.


Subsidies are provided under credit agreements and non-revolving credit line agreements, credit lines with a fixed lim it issued in the relevant financial year (which specify the specific terms and amounts of credit received in the relevant financial year, as well as the return of funds) for the implementation of investment projects in the Bryansk region, subject to the following conditions:

  • repayment of the loan in full within up to 5 years from the date of conclusion of the loan agreement (non-revolving credit line agreement, credit line with a set credit lim it);
  • selection and use of the loan funds in full during the period from January 1 to November 30 of the corresponding financial year;
  • spending the loan in full for the implementation of investment projects in the Bryansk region;
  • inclusion of the borrower's investment project in the register of investment projects of the Bryansk region, published on the official website of the Department of economic development of the Bryansk region;
  • conclusion of an investment agreement with the government of the Bryansk region.

Support restrictions


Subsidies are not provided to:
  • borrowers whose main activity is not the production and sale of their own products (goods, works, services);
  • valuation organizations, audit organizations, credit organizations, insurance organizations, investment funds, non-governmental pension funds, professional participants in the securities market, stock exchanges, pawnshops, bookmakers (organizations), and other financial organizations;
  • borrowers who are in the process of reorganization, liquidation, or bankruptcy;
  • foreign legal entities, as well as Russian legal entities, in whose authorized (share) capital the share of foreign legal entities whose place of registration is a state or territory included in the list of States and territories approved by the Ministry of Finance of the Russian Federation that provide preferential tax treatment and (or) do not provide for disclosure and provision of information when conducting financial transactions (offshore zones) in respect of such legal entities, in total exceeds 50 percent;
  • borrowers who receive funds from the regional budget in accordance with other regulatory legal acts;
  • borrowers-individual entrepreneurs who have ceased to operate as an individual entrepreneur.

List of documents required to receive support

To participate in the competitive selection, the borrower must submit to the Department an application containing documents, the list of which is approved by clause 3.3 of the Regulations on the procedure for granting subsidies from the regional budget for reimbursement of part of the cost of paying interest on loans received by organizations, individual entrepreneurs, consumer cooperation enterprises (except agricultural producers, peasant (farmer) farms) in Russian credit organizations (approved by the decree Of the government of the Bryansk region of February 17, 2014 N 46-p)
