‘Epidemic preparedness: reality and lessons’ online interview

Head of the Higher School of Healthcare Organization and Management, MD, Guzel Ulumbekova discussed various strategies of countries’ response to the COVID-19 pandemic. This talk continues the series of online interviews with leading Russian and international experts organized by the Roscongress Foundation.

“An efficient healthcare system must be based on four principles. First, funding of no less than 6–7% of GDP; second, centralized management; third, enough hospital beds and staff with fair salaries and no overtime; and fourth, preparedness to crises, which means having reserves and clear protocols,” she explained. Among other topics, Guzel Ulumbekova talked about measures for containment of the pandemic in different countries; issues of training highly qualified medical staff in Russia; planning horizon and healthcare system management principles.

Since 2003, she has been actively engaged in expert activities for healthcare organization at the Civic Chamber and Chamber of Commerce and Industry of the Russian Federation, State Duma Committee on Health Protection, Centre for Strategic Research of the Ministry of Economic Development, WHO Council on Evidence-Based Medicine and other. Author of ‘Healthcare in Russia. What Should Be Done’ monography. In 2018, she proposed a project management system aimed at achieving targeted life expectancy of 78 years by 2024 to the Russian Academy of Sciences. She coordinated development of scientific and clinical programmes for Healthcare and Demography National Projects.
