On 12 October
2019, Moscow will host the V Strategic Transport Infrastructure of Russia Forum, which is part of the
cycle of events held by the ROSINFRA Infrastructure Congress and organised by
the National PPP Centre and the Roscongress Foundation.
The Forums main
topic this year is implementation of regional transport PPP projects as part of
the national project Safe and Quality Highways and the Comprehensive Plan for
modernising and broadening the highway infrastructure. Despite the impressive budgets
of RUB 4.8 trln and 6.3 trln, quality improvement and development of the transport
infrastructure are impossible without private money. Even though Russian and overseas
investors compete for major federal projects, small regional and municipal
projects without obvious returns face difficulties.
The Forum participants
will discuss ways of supporting regional PPP projects in the transport sphere, the
prospects for rolling out life-cycle contracts, and the impact of the project
for creating the EuropeWestern China international transport corridor on the
economic growth of regions. One hot topic on the Forum agenda is the law on roads
in the Far North, which permits building of toll roads where there are no free
duplicate highways. This will promote more active development of the infrastructure
where the regional budgets are limited. The experts will discuss whether investors
will go to the North, on what conditions, and whether such projects will cause
public disturbances.
There will be
a separate session on applying PPP mechanisms within the railway infrastructure.
Major mining and processing companies are declaring more and more often their readiness
to build commercial railway tracks without active support from the federal
centre, these projects stall for many years. In parallel, RZD is implementing its
own network modernisation and expansion programme. Market participants are discussing
how a private railway might be built in Russia, whether the government should
help the investors and whether businesses could create a federal network for
the needs of the whole country.
PPP mechanisms
are also gaining popularity in urban transport, with more and more projects
emerging in the regions. These involve not only purchase of vehicles under Life
Cycle contracts but also creation of express tram lines, cable ways and smart
stops. Is it possible to roll out successful urban transport practices? What is the future of private cable ways? If there a place for PPP in smart transport? These and other
questions will be raised during the relevant session.
The topic will
be continued by the participants in the session: «PPP in the context of digital
solutions in the field of transport and logistics». Smart services and information
systems are penetrating ever deeper into the transport sphere, introduction of technologies
taking place only with active participation by the state. Market representatives
will discuss whether there is a place in this sector for private investors, what
niches they might occupy, how penetration of smart solutions in the regions can
be speeded up and what prospects in this sphere are opened up by the law signed
by the President of Russia on the possibility of transferring to a private
partner the exclusive rights to IT facilities created within the scope of PPP
agreements.
The first day
of the Forum will culminate with a roadshow of PPP projects applying for
pre-project finance. Representatives of the regions will present the concepts of
projects for development of the transport infrastructure that could be
implemented with private investors.
The second day
of the Forum will see a Master Class on «PPP projects in the transport sphere:
from idea to return on investment» arranged by the PPP Institute.
