Ulyanovsk Region is located in the center of the Middle Volga region, in the south-east of the European part of Russia, and is part of the Volga Federal District.

The economy of the region is characterized by a high degree of industrial development. The main industry is mechanical engineering (more than 50% of the total volume of manufacturing industries). The main areas of activity are aircraft, automobile, machine tool, heavy energy and transport engineering.

The Ulyanovsk region is a major transport hub. Important air, rail and road communications pass through the region, and the region has the only port special economic zone in Russia with a special procedure for customs clearance of goods.


The dominant economic activities of the region are:

  • mechanical engineering, including aircraft construction, instrument making, machine tool construction, automotive industry;

  • agriculture and food industry;

  • electric power industry, including the segment of renewable energy sources (wind, solar);

  • construction materials industry and glass industry.


The Ulyanovsk Region has established an effective system to support direct investment in the region’s economy and a favorable investment climate for the localization of foreign production and innovation. The total volume of investments from 2005 to 2020 (inclusive) exceeds 1 trillion rubles.
