Terms of support

The provision of land plots to legal entities for the implementation of large-scale investment projects for rent without bidding is allowed if the following criteria are met:

inclusion in the Register of investment projects of the Kostroma region
the total amount of investment required for the implementation of the investment project is at least 500 million rubles.
for placing objects of social, cultural and communal use
compliance with the goals and objectives of state programs;
placement of the object on the selected land plot corresponds to the territorial planning documents of the Kostroma region and (or) municipalities of the Kostroma region;
the total amount of investment is not less than 100 million rubles — for the placement of a social and cultural object, and for the placement of a utility object.

Business plan of the project with the calculation of the term of granting the most-favored-nation treatment, drawn up in accordance with the form approved by the administration of the Kostroma region

Copies of contracts, Bank guarantees or other documents confirming the investor's ability to make the project's investments in full and within the established time frame

Copies of accounting (financial) reporting forms for the previous reporting period (if available)

Certificate of state registration of a legal entity (an individual as an individual entrepreneur) or of making an entry in the Unified state register of legal entities (individual entrepreneurs)

Extract from the Unified state register of legal entities (individual entrepreneurs) issued by the state registration authority within a period not exceeding 30 days prior to the submission of documents to the administration of the Kostroma region

Certificate of registration of a legal entity (individual) with the tax authority located on the territory of the Russian Federation

Copies of constituent documents (for legal entities)

Certificate from the tax authority on the absence of arrears in the payment of taxes and fees

Certificate of the average number and amount of the average monthly salary of employees of a legal entity or individual entrepreneur

Certificate of absence of debt on a salary

Application for recognition of a socio-cultural and communal object (large-scale investment project) as meeting the criteria established by the Law of the Kostroma region No. 122-6-WKO of 12.07.2016

Information about the land plot contained in the Unified state register of real estate (if any), or a map of the location of the land plot on the cadastral plan of the territory (if the land plot is to be formed and the land surveying project has not been approved)
