PCR Test Mandatory to Access EEF 2021

In order to prevent the spread of the novel coronavirus infection at the venue of the 6th Eastern Economic Forum (2–4 September, Vladivostok), the organizers will adhere to epidemiological safety recommendations by the World Health Organization and the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor).

“Health and safety of participants, guests, journalists, volunteers, and personnel are an absolute priority for EEF organizers. These measures were in place at this year’s St. Petersburg International Economic Forum and proved to be effective,” noted Anton Kobyakov, Advisor to the President of the Russian Federation and Executive Secretary of the Eastern Economic Forum Organizing Committee.

Prior to the start of the Forum, participants will need to submit information on past disease (COVID-19), antibodies to COVID-19 and vaccination status in their Roscongress personal account.

Starting from 29 August, participants and media representatives travelling to Vladivostok to attend EEF must take a PCR test in one of the designated testing points.

Participants travelling to Vladivostok from other Russian regions must take a PCR test no earlier than 48 hours before their departure and get a negative result prior to boarding.

EEF guests travelling from abroad must take a PCR test 72 hours before crossing the border and then repeat the procedure at one of the designated testing points in Russia no earlier than 24 hours prior to accessing the Forum venue. International participants will not have to be quarantined.

PCR test results will be uploaded to the accreditation system automatically, if the test was taken in one of the designated points. A negative PCR test result is a prerequisite for participating in any Forum events. It activates the accreditation badge that will grant access to the venue throughout the whole Forum (except for the plenary session). 

EEF plenary session participants will have to take an extra PCR test 24 hours prior to the event. The plenary session is scheduled for 3 September.

Cultural and sporting events of the Forum are open to EEF participants with activated badges, as well as to residents and guests of Vladivostok. The latter ones must have a QR code confirming either their recent COVID-19 record or COVID-19 vaccination.

Designated PCR testing points will be available in Moscow (in the World Trade Center and all three Moscow airports – Sheremetyevo, Domodedovo, and Vnukovo), St. Petersburg (in the Center for Hygiene and Epidemiology), Vladivostok (in FEFU, Vladivostok airport (Knevichi), and the following hotels – Lotte, Astoria, Azimut, and Meridian). More testing points are available in regional laboratories of Rospotrebnadzor (by official request submitted to heads of Rospotrebnadzor regional offices). PCR testing will be charged for separately.

The EEF venue will introduce additional safety measures that include remote thermal imaging among other things. Persons with body temperature exceeding 37.1°C will not be able to access the Forum. The Far Eastern Federal University buildings will be equipped with recirculation fans and air sanitation machines. The venue will regularly undergo thorough cleaning with the use of disinfectants. 

Organizers will provide personal protective equipment (face masks and gloves) to Forum participants, staff, and volunteers. Vehicles carrying EEF guests will go through disinfection after every ride.

Medical points will be available at the EEF venue. They will carry all the necessary equipment and medications. Ambulance teams and mobile resuscitation units, including English speaking doctors, will be present at the venue at all times.
