Analytical System published a review of the Global Humanitarian Response Plan for
COVID-19. It addresses UNs strategic humanitarian projects in the new reality,
as well as specific initiatives and mechanisms that aim further efficient fight
against the pandemic and comprehensive support for states in humanitarian or
migration crises.

to draw the attention of Russias general public to the provisions of this
document,» said Alexander Stuglev, CEO and Chairman of the Roscongress
Foundation.
Authors of the Global Plan worked in cooperation with key UN divisions
and a number of non-governmental organizations. They conclude that today the world
is facing a public healthcare crisis unseen in modern times. COVID-19 pandemic aggravates
humanitarian needs in many countries: as of early 2020, almost 168 million people
on the planet require humanitarian aid and protection. It makes it 1 in 45 people,
which is the highest rate over the last decades.
The Plan focuses on preparedness for and response to initial immediate
needs of healthcare, as well as response to the spread of the pandemic in terms
of equipping the humanitarian personnel and ensuring its mobility.
UNs strategic priorities include
containing COVID-19 pandemic and lowering morbidity and mortality rate; improving
the human rights situation and social cohesion; protecting and providing aid to
refugees, migrants and receiving communities that are most vulnerable in the face
of the pandemic. The Plan offers specific stimulating factors for achieving these
goals and financial estimates USD 2.01 billion is required to the Plan in
operation. At the same time, UN experts emphasize that it is crucial to involve
additional funds instead of reallocating money from existing humanitarian
operations.
UN Secretary General António Gutterres launched the Global Humanitarian Response Plan for COVID-19
during a videoconference on 25 March 2020.
