Preliminary Programme Published for 2nd International Cybersecurity Congress (ICC)

21 May 2019, Moscow — The website of the 2nd International Cybersecurity Congress (ICC), which will be held in Moscow on 20–21 June, has published the preliminary programme of the Forum. Leading industry experts, representatives of major international companies and countries, and anyone who is interested in making the digital world more secure will take part in the discussions.

The Congress will be held at Moscow’s World Trade Center on Krasnopresnenskaya Embankment. The participants will discuss practical methods used to combat major global cyber threats. The theme of the plenary session is ‘The Road to Cyber-Resilience — A Walk Together?’ The session will open the Forum on 20 June, be attended by Russian Minister of Digital Development, Communications, and Mass Communications Konstantin Noskov and President of the Cyber-Security Council of Germany Hans-Wilhelm Dunn, and be moderated by journalist and leading cybercrime expert Misha Glenny.

The panel session ‘Cybersecurity Strategies: Financial Industry’ will bring together leading financial institution representatives from around the world to discuss common challenges and identify key aspects of collaboration in matters concerning cybersecurity. It will be moderated by Sberbank Deputy Chairman of the Executive Board Stanislav Kuznetsov, and the key speakers will be President of the Association of Banks of Russia Georgy Luntovsky and Visa Senior Vice President and Chief Information Security Officer Sunil Seshadri.

Other panel sessions and discussions will focus on finding ways to collaborate and jointly develop an effective international strategy for cooperation between states and law enforcement agencies in combatting cybercrime and determining the cybersecurity landscape of critical global infrastructure as well as breakthrough technological advances in cybersecurity.

The key speakers at the congress include: CEO of Sberbank subsidiary BI.ZONE Dmitry Samartsev; Head of the Sberbank Information Security Service Sergey Lebed; ANO Digital Economy CEO Evgeny Kovnir; Rostelecom President Mikhail Oseevsky; OSCE Co-ordinator of Activities to Address Transnational Threats Rasa Ostrauskaite; Munich Security Conference Chief Operating Officer Dr. Benedikt Franke; Spanish National Cybersecurity Institute CEO Alberto Hernández Moreno; Assistant Secretary for Cybersecurity and Enabling Technology at the Department of Information and Communications Technology of the Republic of Philippines Allan Salim Cabanlong; Saudi Aramco Vice President for Information Technology Yousef Al-Ulyan; and VEON Chief Technology Officer Yogesh Malik.

Thematic sections will also be held with reports on various areas of focus in the industry. The discussion topics include: ‘Legal Environment’, ‘Attributing Cyber Attacks’, ‘Legislating a Borderless, Ungoverned Virtual World — is it possible?’, ‘Capacity building’, ‘Cybersecurity Education in the Nuclear and Energy Sector’, ‘Disruptive technologies’, ‘Threat Intelligence’, and ‘Investments in Cybersecurity’.


The Forum will also feature a briefing on the results of the Cyber Polygon project, a multinational online training session on international business cooperation in the fight against digital threats. During the briefing, representatives of the member organizations will present the results of the training session, assess the effectiveness of such events, and discuss prospects for developing cooperation to jointly confront cyber threats.

The Forum will be concluded with the main plenary session ‘Secure Digital World — Future or Utopia?’, which will be attended by Sberbank CEO and Chairman of the Executive Board Herman Gref. This is the key event during which the Forum participants will summarize the joint work and discuss development prospects in the era of global digital transformation as well as identify strategies to boost global resistance to global cyber threats.

The ICC is a unique international inter-sectoral platform that brings together representatives of the government, global business leaders, and recognized industry experts to engage in an open dialogue on the most pressing issues concerning cybersecurity in the context of global digitalization.

The 2nd International Cybersecurity Congress will be the key event of Global Cyber Week, an international week devoted to cybersecurity, which will take place on 17–21 June in Moscow and will be the largest specialized event in Russia and Eastern Europe. The event will unite a number of industry forums, which will bring together representatives of Russian and foreign government agencies, international organizations, transnational companies as well as independent experts and researchers.

Global Cyber Week will open with the OFFZONE Technical Cybersecurity Conference on 17–18 June. The Cyber Polygon online training session on international business cooperation in combatting digital threats will take place on 19 June, with training session observers being able to monitor the participants’ progress in real time on the website.

The 1st International Cybersecurity Congress was held on 5–6 July 2018 in Moscow. The Congress brought together over 2,500 participants and roughly 700 organizations from more than 50 countries. Russian President Vladimir Putin gave the opening speech to personally welcome the Congress guests. The Russian President is expected to attend the Congress this year as well.
