The programme for the 28th International Financial Congress, Financial Markets: Increasing Complexity, Maintaining Stability, has been published

An event programme has been published on the official website of the International Financial Congress. The Congress will be held on 3–5 July 2019 in St. Petersburg. The theme of this year’s Congress is Financial Markets: Increasing Complexity, Maintaining Stability. Elvira Nabiullina, Governor of the Central Bank of Russia, will speak at the opening ceremony.

On 3 July, a conference on economic research entitled ‘The Effectiveness of Macroprudential Policies: Theory and Practice’ will be held by the Central Bank of Russia, in the North-Western branch of the Central Bank.

On the first day of IFC-2019, 4 July, a plenary session on macroeconomics will be held: ‘How Can the Central Bank Achieve its Goals in the Context of the Growing Diversity of Risks and an Increasingly Complex Market Structure?’ The session will be moderated by Stephanie Flanders, head of Bloomberg Economics. Speakers at the plenary meeting will be: Elvira Nabiullina, Governor of the Central Bank of Russia, Claudio Borio, Head of Monetary & Economic Department, Bank For International Settlements, Richard Portes, Professor of Economics at London Business School, Patricia C. Mosser, Director of the MPA Programme in Economic Policy Management at Columbia University’s School of International and Public Affairs, and Dr. Tiago Berriel, Deputy Governor of the Brazilian Central Bank.

The programme of the Congress will include a wide range of sessions on such topics as banks, monetary policy, collective investments, professional financial market players, microfinance, and insurance.

On the first day 26 sessions will be held. Topics will include new approaches to financing the construction of housing, the particular features of Central Bank policies in emerging markets in an era of heightened global uncertainty, infrastructure projects for the financial market, digital transformation and cyber risks in the financial sector, approaches to regulating financial groups, etc.

The second day of the 28th International Financial Congress will open with a plenary session on the development of the institution of self-regulation and behaviour supervision in the microfinance market. The moderator of the session will be Sergey Shvetsov, First Deputy Governor of the Central Bank of Russia. Also on 5 July, more than 20 sessions will be held as part of IFC-2019, in which participants will discuss development of non-state pension coverage, macro-prudential policies, issues of compliance and application of anti-money laundering legislation, and other topics.
