The 6th Russian PPP Week Infrastructure Congress will take place in Moscow on 23–26 April 2019. The event is organized by the Public-Private Partnership Development Center (PPP Development Center) and the Roscongress Foundation along with the relevant federal ministries and the support of the Chamber of Commerce, Business Russia, and the Agency for Strategic Initiatives.
Russian PPP Week is the biggest event in Russia and the CIS dedicated to attracting investment for the development of infrastructure and implementing PPP projects. This year, it will focus on the role of extrabudgetary investments in the implementation of national projects, the current status of the backbone plan and the prospects for including new initiatives in the plan, boosting the role of international development institutions in PPP projects in Russia, introducing non-financial mechanisms of support, and streamlining the process for preparing and managing projects.
«As Prime Minister Dmitry Medvedev noted at the plenary session of the Russian Investment Forum: one of the focuses of the government’s work will be to develop existing investment promotion instruments, including the mechanism of special investment contracts, which creates conditions for investing in high-tech sectors. In particular, the new version of the so-called SIC [special investment contracts] envisages the mandatory involvement of the regions and municipalities. I am certain that such measures by the government will not only make it possible to invest in the necessary sectors of the economy, but also make the PPP institution more efficient and transparent for both representatives of business and government agencies», Adviser to the Russian President Anton Kobyakov said.
The first services of the ROSINFRA Digital Bank of Infrastructure Projects, which was announced by representatives of Vnesheconombank development bank and the PPP Development Center at the Russian Investment Forum in Sochi, will be presented at the Congress. The main goal of the digital bank is to accelerate design solutions, expertise, and financial mechanisms that will help the regions of the Russian Federation in preparing and launching infrastructure projects based on PPP principles.
A G20 working seminar on infrastructure development with business representatives will be part of the international agenda of Russian PPP Week for the first time.
As per tradition, the results of the rating of Russia’s regions in terms of the level of their public-private partnership development will be presented during Russian PPP Week. More than 70 regions of the Russian Federation form delegations each year to take part in the congress. Over 1,500 participants take part in Russian PPP Week, including representatives of the federal and regional authorities, heads of banks and commercial enterprises, financial and legal consultants, and leading Russian and foreign experts on investment and PPP. Roughly 150 journalists from the national and regional mass media cover the congress events.
