Agency for Strategic Initiatives (ASI) General Director Svetlana Chupsheva and Rosseti CEO Andrey Ryumin signed a cooperation agreement during Russian Energy Week 2022. The agreement aims to update the methodology used in the National Investment Climate Ranking for Russias regions and specifically improve the quality of analysis on the effectiveness of procedures to hook up infrastructure facilities.
The Rosseti Group will present its proposals and take part in pilot projects that aim to test the new methodology when compiling the rating. For its part, the ASI is ready to provide the results of the ranking with a detailed description of indicators reflecting the procedures required to connect to power grids for each region. In addition, the parties agreed to engage in information support.
«We have been compiling the National Investment Ranking for nine years now. Over this time, the average time it takes to get connected to the power grid has decreased by almost 60%. This is a good result, but there is still room for improvement. We believe this work requires the full involvement of Rosseti subsidiaries, which, in turn, will receive independent feedback from entrepreneurs on the services that have been provided,» Chupsheva said.
«The National Ranking helps to get a comprehensive assessment of the effectiveness of business support measures and identify best practices. The Rosseti Group pays special attention to improving the efficiency of electricity connection procedures, including through the development of new electronic services. Cooperation with the ASI creates additional opportunities to improve the quality of our work,» Ryumin said.
The National Investment Climate Ranking for Russias regions is a project launched by the ASI and leading business associations to evaluate the efforts of the regional authorities to create favourable business conditions and identify best practices. In 2022, the rating is based on 67 indicators: 15 statistical and 52 survey indicators. The final assessment focuses on four areas: the regulatory environment, institutions for business, infrastructure and resources, as well as support for small and medium-sized businesses.
The results of the annual survey are traditionally presented during the St. Petersburg International Economic Forum.
