Focusing on Manufacturability: New Tracks of Russia–Brazil Cooperation Agenda

As part of the official visit of Jair Bolsonaro, President of the Federative Republic of Brazil, to Moscow, Adviser to the President of the Russian Federation Anton Kobyakov met with Brazil Mines and Energy Minister Bento Albuquerque. The meeting was dedicated to strengthening bilateral cooperation and the participation of Brazilian delegation in key international events hosted by Russia.

Adviser to the President of the Russian Federation Anton Kobyakov expressed his hope that Bento Lima de Albuquerque’s visit held as part of the first official visit of President of the Federative Republic of Brazil Jair Bolsonaro to Russia is eventful and fruitful: «Russian-Brazilian relations are time-tested — they have been evolving from friendship, mutual respect and consideration for each other’s interests for over 20 years. We have been closely cooperating on multilateral platforms, such as the UN, BRICS, G20, etc., due to the closeness or coincidence of our fundamental views on the development of global processes. We constantly use event platforms and delegation visits to address important topics of bilateral relations, which include developing business projects and financial, investment, cultural, humanitarian, scientific and technological cooperation. Given your interest in the energy track, including green energy, our partnership with you, with the participation of The State Atomic Energy Corporation Rosatom, will help transform Brazil into a significant technological hub in Latin America. I am sure that this format of interaction sets us up for active joint work in the framework of the Russian-Brazilian strategic partnership.»

Meeting participants noted that unlocking the potential of bilateral cooperation between Russia and Brazil is ensured by regular meetings between the official and business communities of both countries, not only as part of working visits or meetings of the Intergovernmental Commission, but also on the margins of international events that contribute to maintaining and developing bilateral dialogue.

Given Brazil’s high interest in the development of the energy sector, meeting attendees stressed the importance of participating in the 25th World Energy Congress, which will be held in Russia for the first time. The Congress is the flagship event of the World Energy Council and has been held every three years since 1924. St Petersburg will host this significant event on 24–27 October 2022.

Brazil traditionally takes an active part in one of Russia’s key business events — the St. Petersburg International Economic Forum. Last year, Brazilian President Jair Bolsonaro addressed the participants during the Forum plenary session.

«This year, I am honoured to be leading our country’s delegation to the jubilee St. Petersburg International Economic Forum. For us, SPIEF is first of all a platform for constructive and productive dialogue on global economic issues. We are interested in developing an international dialogue on the energy agenda, including the development of electric energy, transformation of energy systems, decarbonization and other issues, the resolution of which requires coordination of the efforts of stakeholders and opens up additional opportunities for development,» noted Brazil Mines and Energy Minister Bento Albuquerque.

In order to strengthen cooperation between the Russian and Latin American business communities, discussions are underway to organize a Russia—Latin America business dialogue on the sidelines of SPIEF 2022. In addition, the Forum may include a ‘cross event’ in the format of a teleconference or business dialogue with the Brazilian Investment Forum. Its second and final day will be held on the SPIEF opening day — 15 June 2022.

Another landmark event this week should be the signing of a cooperation agreement between the Roscongress Foundation and the Brazilian Export and Investment Promotion Agency (APEX Brasil). APEX Brasil is the largest state development institution, which promotes Brazilian goods and services abroad, organizes events and attracts foreign investment in strategic sectors of the Brazilian economy.
