Doing Business 2019 is the 16th in a series of annual reports by the World Bank Group investigating the regulations affecting 11 areas of the life of a business that enhance business activity and those that constrain it. The study covers 190 economies.

This analytical report was prepared by the Center for Strategic Research, the Higher School of Economics, external experts, and the business community and deals with the regulatory policy of Russia, that is with the way the State forms and changes the rules according to which businesses, social organizations, and the public sector operate.
