Private Utility Infrastructure Operators Forum focuses on national goals and objectives for developing housing and utility services and urban environment until 2024

The 5th Private Utility Infrastructure Operators Forum will be held in Moscow on 5–6 December 2018. The forum is supported by the Russian Ministry of Construction, Housing and Utilities and is part of the cycle of activities of the ROSINFRA Infrastructure Congress, which is organized by the National Center for Public—Private Partnership and the Roscongress Foundation.

In accordance with the May decree issued by the Russian president, the key national goals for the development of the housing and utilities sector and the urban environment that should be achieved by 2024 include improving the quality index of the urban environment by 30%, efficient waste management, eliminating unauthorized landfills, and improving drinking water, including for residents of settlements not equipped with modern centralized water supply systems. Measures that need to be taken to achieve the stated indicators for improving the quality of services provided to the public are expected to be discussed at the forum. In particular, the forum participants will consider extra-budgetary funding of roughly RUB 3 trillion to implement environmental measures listed in the Ecology national project approved by the Russian Government, the widespread introduction of digital technologies in the housing and utilities sector, the ability to include funding for PPP projects in state programmes, and prospects for replicating model concession solutions in the housing and utilities sector. The forum’s business programme will devote special attention to the problems of water supply and wastewater treatment in the regions. Speakers at the strategic session on the digitalization of the housing and utilities sector will focus on the Smart City project, which is based on the principles of the adaptability of urban infrastructure and economic efficiency, including the service component of the urban environment. An environmental session will analyse progress made in the reform of waste management, approaches to structuring PPP and concession agreements in this industry, problems faced by regional operators as well as key changes in regulatory regulation, including tariff regulation. Participants in an expert session will address ‘green’ investments, consider ways to apply them in Russian practice, and also discuss the development and introduction of environmental standards for infrastructure projects, potential measures to support ‘green’ projects, and prospects for adapting ‘green’ funding institutions for housing and utilities projects in the Russian Federation.
