The grounds of refusal to the person who intends to attract borrowed funds secured by a property collateral Fund, are:

• the discrepancy between the requirements of the application;
• the presence of a negative opinion on the business plan, financial plan (budget), investment project or that project;
• procedures for liquidation, reorganization or bankruptcy;
• the presence of arrears on previously provided on a repayable basis, funds of the regional budget loans to credit institutions and payments to budgets of all levels and extrabudgetary funds.
