The 6th All-Russian Private Utility
Infrastructure Operators Forum will be held in Moscow on 10 December. The event
forms part of the ROSINFRA Infrastructure Congress series, which is organized
by the PPP Development Center and the Roscongress Foundation.
As the urbanization accelerates, the demand
for comfortable urban environment is growing. This year, the key topic of the Forum
will be attracting investment in housing utilities, environment and urban
development. Among the topics for discussion are the implementation of waste
management reforms, the transition from smart cities to digital regions,
the application of standard solutions for launching projects, the role of
development institutions in creating urban infrastructure, tariff regulation in
the housing and communal services, and the best landscaping practices.
A special session will cover the
implementation of a modern waste management system. Building the facilities for
the collection, processing and disposal of trash is part of the Ecology
national project. Around 40 billion roubles out of the federal budget have been
allocated for infrastructure spending over the next three years. Experts will
discuss financing mechanisms and measures to support investors, the current
status and methods of selecting projects for co-financing, as well as regional
experience and best practices in this area.
Another topic of the event will be tariff
regulation and return on investment in housing and utilities. Among the subjects
for discussion are the aspects of attracting loan-based funding, the application
of ready-made solutions and the government support for investment projects in
the utility sector. The participants will also cover the new tariff law,
developed by the Federal Antimonopoly Service and the Ministry of Economic
Development on instructions from President Vladimir Putin, where priority is
given to the standard cost method. According to Anton Kobyakov, Adviser to the
President of the Russian Federation, «The transition to the standard cost rationing
for water and heating supply is going to be completed in 2023, but it will be
done in stages, because timely clarification of how to apply the new rules is
required: they will be applied in 49 regions in 2021, with 20 regions to follow
in 2022 and 16 more in 2023, including Moscow, St. Petersburg and Sevastopol.»
Proliferation of digital services is changing
the energy sector. The respective session will cover not only the Smart City
project, which was launched by the Ministry of Construction in 2018, but also
the local implementation of smart solutions in the urban environment: smart
lighting, smart water supply, smart waste management system, and others, as
well as the concept of developing a special digital platform for housing and utilities.
In addition, the Forum participants will discuss judicial and antitrust practices
in the sphere of communal services, the reasons for the large number of
litigations, and the Federal Antimonopoly Services view of communal
concessions.
As part of the specialized workshops, the market
experts will reveal the specifics of preparation and implementation of energy
service contracts, as well as the specifics of financial and legal structuring
of PPP projects in the utility sector.
For six years now, the Forum has been
gathering representatives of the professional community, federal and regional
authorities, funding organizations and private investors, executives of the leading
public utilities sector players, and industry experts.
