‘Smart’ Utilities in a ‘Smart City’. Digitalization and its Impact on the Quality of Life to be Discussed in Moscow

Projects of regional programmes for municipal services’ digitalization, as part of the ‘Smart City’ project implementation, should be developed and presented to the Ministry of Construction of Russia before 28 December 2018. This was announced on Monday by Andrey Chibis, Deputy Minister of Construction, Housing and Utilities of the Russian Federation.

‘Smart City’, the departmental project of the Russian Ministry of Construction, Housing and Utilities, was approved by the order of Minister Vladimir Yakushev on 31 October 2018. The project will be implemented as part of two national projects: ‘Digital Economy’ and ‘Housing and Urban Environment’.

Target indicators of the project include: transition of data from housing, public utilities, landscaping, urban planning and architecture into a machine-readable form; creating digital tools for residents’ participation in the decision-making process related to urban development; growing share of management companies and resource-supplying enterprises using automated dispatch systems; increasing the number of apartment buildings connected to automated systems for utility resources’ accounting.

In mid-November, the Ministry of Construction reported that it provided the regional authorities with the ‘Smart City’ project guidelines that the regional programmes should follow. The guidelines were developed in accordance with the ‘Digital Economy’ programme concept and are based on best international practices. The document clarifies how to structure regional and city projects on urban infrastructure digitalization, and also contains a set of technological mechanisms for industry sectors, which allow to increase efficiency of introducing smart solutions into urban life. Regional programmes should be presented to the Ministry of Construction by the end of the year.

«For the successful implementation of the ‘Smart City’ project, we provide guidelines and organizational support for the regions; in addition, the ‘Smart City Solutions Bank’, which is available for them, presents a set of technologies and solutions that can already be implemented based on existing experience. Those practices that are published online have already proven their efficiency: in some cases, the profit from using „smart solutions“ covers the cost of their implementation tenfold,» Andrey Chibis notes.

What should be done by the regions of the Russian Federation to create a ‘Smart Cities’? How to attract additional funding for the regions and to ensure return for investors? All of these issues, among others, are going to be discussed on 5 December at the All-Russian Private Utility Infrastructure Operators Forum during the panel discussion ‘Smart Utilities in a ‘Smart City’: The impact of digitalization on the quality of services’.
