Preferential loans, compensation for Russian software and increased grants for IT companies: Dmitry Bogdanov spoke about new business support measures

On Monday, April 11, a regular meeting of the regional headquarters for improving the sustainability of the economy in the Samara region was held under the chairmanship of the Governor of the Samara region Dmitry Azarov. One of the key issues of the meeting was the measures to support business, which are now being actively adopted by the Government of the Russian Federation. Dmitry Bogdanov, Minister of Economic Development and Investments of the Samara Region, spoke about the new instruments approved at the federal level last week.

According to the minister, an additional 20 billion rubles will be allocated to the Federal Industry Development Fund to provide preferential loans to industrial enterprises that develop promising technologies and import substitution. The amount of loans under the program is fr om 10 to 500 million rubles for a period of 3 years at 5% per annum, co-financing is not required.

Dmitry Bogdanov also announced an increase in the share of state funding in grants for the creation of domestic components for various industries to 100%, instead of 80% previously.

Preferential lending has been launched for backbone organizations of the fuel and energy complex. They will be able to receive loans at a preferential rate of no more than 11% per annum for up to 12 months to maintain current activities. For one enterprise, the loan amount is up to 10 billion rubles, for a group of companies - up to 30 billion rubles.

«According to information from a number of enterprises in the Samara region, a number of banks that finance the already approved program to support backbone enterprises significantly underestimate the limits officially set at the federal level. We are waiting for an official letter to us with updated information in order to bring this information to the federal headquarters for economic development», - said the head of the regional Ministry of Economic Development.

Support measures also affected urban transport enterprises, simplification of the procedure for registering medical devices, as well as the construction and housing and communal services sectors.

Dmitry Bogdanov also highlighted a number of additional measures to support SMEs and IT organizations, approved by decrees of the Government of the Russian Federation last week.

For example, credit holidays have been established for the payment of loans under the payroll program 3.0. Existing participants of the first and second stages of the payroll 3.0 program will be able to take advantage of the deferred payment of the loan. The measure will be available to 557 MS subjects for a total amount of 2.2 billion rubles.

Also at the federal level, the interest rate on loans for companies operating in the field of digital technologies is subsidized, which should not exceed 3%. The maximum amount of grants provided for the implementation of projects will increase, and additional funds will be allocated for preferential mortgages for employees of IT companies.

Last week, a new selection was launched under the 50% compensation program for the purchase of domestic software for SMEs. More than 130 software products from 29 manufacturers are available to businesses. You can choose the appropriate software on the website of the Russian Foundation for the Development of Information Technologies, in the section «Small and Medium Business Digitalization Support Program».

Business support continues at the regional level. Since the beginning of 2022, the Guarantee Fund of the Samara Region has provided 68 microloans for a total of 187.5 million rubles, another 22 applications have already been approved. In addition, the fund signed 6 surety agreements for 29 million rubles, which allowed entrepreneurs to attract loans in the amount of 106 million rubles. Existing clients of the fund enjoy the right to defer payment of the principal debt - today the SFSO has issued deferrals for 60 microloan agreements.

Enterprises of the Samara region were informed about the creation of the Federal Information System for the development of cooperation between enterprises «Import Substitution Service» («Import Substitution Exchange»). As of April 8, information about the use of the service or plans to use it was received from 57 enterprises.
