Mechanisms to Train Personnel for the Northern Sea Route Presented in St. Petersburg

St. Petersburg hosted the conference ‘Employment Prospects for Graduates of Educational Institutions to Support Northern Sea Route Infrastructure’, which was attended by experts, representatives of development institutions, educational institutions, key SMEs, and youth public organizations.

During the conference, the Far East and Arctic Development Corporation (a development institution that is subordinate to the Ministry for the Development of the Russian Far East and Arctic) proposed extending the mechanism that is used to provide staffing support for residents of Russia’s Arctic zone to the projects of the Northern Sea Route. To achieve this, a special project office could be established, which would include the experts from the Corporation, representatives of educational institutions, and key enterprises of the NSR.

The Corporation also presented a mechanism that could be used to fill staffing needs through the targeted training of personnel based on the needs of Arctic investors. This work primarily involves increasing the number of state-funded openings, creating new educational programmes, targeted training, career guidance events, as well as holding Russian Arctic Enterprise Days at educational institutions and companies’ patronage of schools. 

At present, Admiral Makarov State University of Maritime and Inland Shipping and Admiral Senyavin Marine Technical College of St. Petersburg are among the main suppliers of specialists not only for icebreakers and auxiliary vessels, but also for the infrastructure facilities of the Northern Sea Route.

“St. Petersburg has unique educational potential to provide the Northern Sea Route with essential human resources. St. Petersburg’s educational institutions – Admiral Senyavin Marine Technical College of St. Petersburg and Admiral Makarov State University of Maritime and Inland Shipping – train specialists on navigation, the operation of ship power plants, electrical equipment, and automation, as well as shipbuilding engineers,” Chairman of the St. Petersburg Committee for Arctic Affairs German Shirokov said.

The discussion devoted special attention to the development of advanced technologies, including unmanned systems, which are increasingly being used to work in the Arctic. The participants discussed the training of specialists on the development and use of domestic drones, which are built by members of the St. Petersburg Research and Production Arctic Cluster.

Russia is chairing the Arctic Council in 2021–2023. One of the priorities of Russia’s chairmanship is to develop safe navigation in the Arctic, including the Northern Sea Route. Russia supports cooperation to train highly skilled maritime professionals for work in the Arctic and to develop unified educational standards in this regard. The Roscongress Foundation is organizing the events of Russia’s Chairmanship of the Arctic Council
